Pete Stancheck, who has inherited Herbie from his uncle Jim Douglas, travels to Mexico with his friend D.J. Johns to retrieve the famous little car and prepare him for an upcoming racing competition in Brazil. Their adventure takes an unexpected turn when they encounter Paco, a mischievous young orphan and pickpocket who befriends Herbie and nicknames him “Ocho.” When Paco stows away aboard a cruise ship, Herbie's antics soon cause chaos for the passengers and crew, setting the stage for a series of comic adventures across Central America.

The fun turns into a dangerous adventure when Paco becomes entangled with a gang of criminals searching for the location of ancient Inca gold.
