Hot Wheels Collector #251 (product no. 12343), diecast metal black Gulch Stepper 4X4 concept pickup truck with yellow and red flames design tampos on the sides, black windows, metal chassis, and large construction tires.

The truck appears to be a factory error and doesn't have any roof tampo (this model normally was made with the yellow/red flames design tampo on both the roof and sides).

The pickup truck is 1/64 scale, 65mm / 2.6 inches long. Made in Malaysia, 1995.

The truck is in mint condition.  The card is in very good condition on a factory sealed blister card with a slight warp in the middle but no creasing (see photos).
